What's PCP?

And are you being sure to close the Phidget Control before trying to run Artisan?  They can't both be open at the same time.

PCP.....duh...sorry I'm a tad slow.

Well now it's clear that you issue is pre-Artisan.  The -1 tells you that Artisan is getting no response when it asks for information.

I'd head off to the Phidgets site and do some troubleshooting.  I think your issue is there.   I'll see if I can find something more helpful in the meantime.
